Defense Health Agency Procurement Support (DPS), Administration and Management Directorate 

Under a recent Military Health System (MHS) Governance Reform initiative, the newly established Defense Health Agency (DHA) assumed responsibility for shared services, functions, and activities of the MHS and other common clinical and business processes. Included in this effort was a realignment of the Division of Procurement Support, with responsibility for ensuring timely access to contracts that provide information technology and program management support services at reasonable costs to the MHS Information Technology (IT) program and the DHA.  

In view of the wide variability of contract requirements under this new organization, including the number and scope of contract vehicles used to assure the avoidance of organizational conflicts of interest (OCI) and the increasing complexity and associated with DHA’s contracting multiple contracting agencies, multiple contract vehicles, multiple funding types, and multiple types of competition, and utilization of an automated system to track requirements and procurement actions, the government client needed a trusted partner with significant experience to fulfill the sensitive requirements of this program. Visionary Consulting Partners, LLC received a directed 8(a) award to fulfill contract execution for the DHA.  

The Defense Health Agency (DHA) historically processes approximately 1,400 contract actions per year, with a total annual average value of approximately $1.4 billion - which is expected to grow upwards of $7 billion in the coming years.

Visionary currently provides on-site internal administrative and acquisition support to the DHA Procurement Support (DPS), Administration & Management Directorate (A&MD) office, with an emphasis on ensuring effective, efficient, and reliable support to affect contract processes and contract systems management across multiple program offices at the Defense Health Headquarters and at other satellite locations throughout the country. Our team of Acquisition Support Professionals provides contract process support, maintenance and administration of the DPS contract management information database, documentation process analysis, and associated administrative services. We coordinate with customers, program offices, and other agencies to manage and process diverse contracting actions, fair opportunity orders, sole source orders, and full and open competitions with the majority being fair opportunity orders and modifications, while also facilitating the government’s optimal use of performance based contracting, utilizing contract types including: Firm-Fixed-Price (FFP), Fixed-Price-Award-Fee (FPAF), Cost-Plus-Fixed-Fee (CPFF), Cost-Plus-Incentive-Fee (CPIF), Cost-Plus-Award-Fee (CPAF), as well as Time and Materials (T&M).
